Housing Program

The Supportive Housing Program is designed to develop supportive housing and services that will allow homeless persons to live as independently as possible. Eligible applicants are States, units of local government, other governmental entities such as PHAs, and private nonprofits.

The Supportive Housing Program Desk Guide highlights key aspects of the Supportive Housing Program (SHP). If you have further questions about the program or the application process, please contact your local HUD Field Office. Grants under the Supportive Housing Program are awarded through a national competition held annually.

The Supportive Housing Program is authorized by Title IV, Subtitle C, of the McKinney-Vento Homeless Assistance Act of 1987, as amended. It is designed to promote, as part of a local Continuum of Care strategy, the development of supportive housing and supportive services to assist homeless persons in the transition from homelessness and to enable them to live as independently as possible.

Assistance in the Supportive Housing Program is provided to help homeless persons meet three overall goals:

* achieve residential stability,
* increase their skill levels and/or incomes, and
* obtain greater self-determination (i.e., more influence over decisions that affect their lives).

Specific performance measures for each of these three goals must be established based on the needs and characteristics of the homeless population to be served. Grant recipients are required to monitor their clients' progress in meeting their performance measures on an ongoing basis. In addition to recordkeeping and evaluation that grantees may conduct for their own purposes, HUD requires recordkeeping and annual progress reports. The annual progress report includes questions that ask grantees to report on their progress in meeting performance measures. Grantees are expected to make changes in their program or adjust performance measures in response to ongoing evaluation of their progress.

Why Do Women Need Grants?

IRS Has Refund for 95,746 Taxpayers Whose Checks Could Not Be Delivered

WASHINGTON — An average refund of $963 is waiting for 95,746 taxpayers whose refund checks have been returned to the Internal Revenue Service as undeliverable.

The checks, worth a total of $92.2 million, can be claimed as soon as their owners update their addresses with the IRS. In some cases, a taxpayer has more than one check waiting.

“Every year, many taxpayers miss their refunds because they move without notifying the IRS or Postal Service of a change of address,” IRS Commissioner Mark W. Everson said. “For those missing their check, the IRS is making it easier than ever for taxpayers to update their information and claim their refunds.”

How to Update an Address with the IRS

Refund checks can go astray for a variety of reasons. Sometimes a life change results in a change of address. When a taxpayer moves or changes address and fails to notify the IRS or the U.S. Postal Service, a check sent to the taxpayer’s last known address is returned to the IRS.

“Where’s My Refund?” now has an online mailing address update feature for taxpayers whose refund checks were returned to IRS. If an undeliverable check was originally issued within the past 12 months, the taxpayer will be prompted online to provide an updated mailing address.

Through this program, your household can request for up to two coupons, worth $40 each, for use in buying a TV converter box if you do not want to replace your analog TV.

WIC Program

Program Description
The US Health & Human Services Dept. has launched the WIC Program (Supplemental Nutrition Assistance to Women, Infants and Children) which aims to provide Total health care at No Cost to low-income pregnant, breastfeeding and postpartum women, infants, and children up to 5 years of age.

To be fully eligible for the WIC Program, applicants must be determined by a health professional, at no cost, to be at nutritional risk (i.e., have certain medical-based or diet-based risk conditions).

General Program Requirements
In order to qualify for this benefit program, you must be a breastfeeding and postpartum woman, infant or child up to 5 years of age and: (1) are individually determined by a health professional to be at nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary Assistance for Needy Families, automatically meets the income eligibility requirement.

Rental Assistance

Rental Assistance Program. Cut your Rent by 50%

Studies show that people with less income pay a higher portion of their salary on housing than people in higher income categories. It is not unusual for a single mom to pay 70% of her salary in rent.

The Government has a program called Section 8 Rental Assistance Program that offers vouchers and direct payments to landlords. This will, in turn, cut your rent down to only 30% of your income.

Of course there are income requirements for this program. For example, in Arlington County, VA, a one-person household with an income of $23,000 qualifies for the program. Arlington County also has housing grant rental assistance for low-income elderly, disabled, and working families with children.

Program Description

The Labor Dept. has launched the Job Opportunities for Low-Income Individuals (JOLI) program to assist and evaluate ways of creating employment and business opportunities for individuals receiving Temporary Assistance for Needy Families (TANF) assistance. The program also aids other low-income individuals through self-employment, micro-enterprise, new business ventures, expansion of existing businesses through technical and financial assistance and non-traditional employment initiatives that lead to their economic self-sufficiency.

General Program Requirements

In order to qualify for this benefit program, you, your spouse, parents or children must receive or be eligible to receive Temporary Assistance for Needy Families (TANF), or your household’s annual income before taxes must be:

Head Start Program

Program Description

The Head Start program (for children ages 3-5) and Early Head Start program (for pregnant women, infants and toddlers) promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social services. Parents play a large role in the programs, both as primary educators of their children and as participants in administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment. Parents are also provided social services, including assistance with child care. Services are also available to migrant and seasonal farmworker families.

The Advanced Education Nursing Traineeship program meets the cost of traineeships for individuals in advanced nursing education programs. Traineeships are awarded to individuals by participating educational institutions offering masters and doctoral degree programs, combined RN to masters degree programs, post-nursing masters certificate programs, or in the case of nurse practitioners, clinical nurse specialists, nurse midwives, nurse anesthetists, nurse educators, nurse administrators or public health nurses.

Adult Education State Grant Program

Program Description
The Adult Education State Grant Program creates a partnership among the Federal government, states, and localities to provide, on a voluntary basis, adult education and literacy services. Its purpose is to assist adults in becoming literate and in obtaining the knowledge and skills necessary for employment and self-sufficiency. It aims to assist adults, who are parents, to obtain the educational skills necessary to become full partners in the educational development of their children as well as in the completion of a secondary school education.

By law, only states can apply for funds under this program. The federal government gives grants to each state and outlying area to assist them in providing adult basic education (literacy), English language learning, and high school completion or GED programs. Adults who are at least 16 and not enrolled-or required to be enrolled-in school under state law may get services from local programs. AIDS Research Loan Repayment Program

Program Description
The AIDS Research Loan Repayment Program helps to assure an adequate supply of trained researchers with respect to AIDS at the National Institutes of Health by providing for the repayment of educational loans for participants who contractually agree to engage in AIDS research as employees of the NIH. Recipients must agree by written contract to engage in AIDS research, initially, for a minimum of 2 years. Continuation contracts are available, dependent upon level of debt and continued involvement in AIDS research, and are issued for one-year periods. Maximum program benefit is $35,000 per year in loan repayments and $13,650 per year in Federal tax reimbursements. Recipients must have qualified educational debt equal to or in excess of 20 percent of their annual NIH salary.

In order to qualify for this benefit program, you must be a US national, citizen or permanent resident qualified/certified/licensed for laboratory or clinical research, who is or was a health care professional, has student loan debt, and either completed doctoral level education or is in pursuit of a nursing degree.

7(a) Small Business Loan

Program Description
7(a) loans are the most basic and most used type loan of SBA's business loan programs. Its name comes from section 7(a) of the Small Business Act, which authorizes the Agency to provide business loans to American small businesses. The loan program is designed to assist for-profit businesses that are not able to get other financing from other resources.

All 7(a) loans are provided by lenders who are called participants because they participate with SBA in the 7(a) program. Not all lenders choose to participate, but most American banks do. There are also some non-bank lenders who participate with SBA in the 7(a) program which expands the availability of lenders making loans under SBA guidelines.

General Program Requirements
All applicants must be eligible to be considered for a 7(a) loan. The eligibility requirements are designed to be as broad as possible in order that this lending program can accommodate the most diverse variety of small business financing needs. All businesses that are considered for financing under SBA's 7(a) loan program must: meet SBA size standards, be for-profit, not already have the internal resources (business or personal) to provide the financing, and be able to demonstrate repayment. Certain variations of SBA's 7(a) loan program may also require additional eligibility criteria. Special purpose programs will identify those additional criteria.

Eligibility factors for all 7(a) loans include: size, type of business, use of proceeds, and the availability of funds from other sources.

Indiana Medicaid Program

Program Description
The Medicaid Program provides medical benefits to low income individuals without medical insurance or adequate medical insurance. The Federal government establishes general guidelines for the administration of Medicaid benefits. However, specific eligibility requirements to receive Medicaid benefits, as well as the type and scope of services provided, are determined by each individual State. Thus, a person who is eligible for Medicaid in one State may not qualify in another State. You must check with the Medicaid office in the State of Indiana to confirm your eligibility to receive benefits.

In order to qualify for this benefit program, you must be a resident of the State of Indiana, a US national, citizen or permanent resident in need of health care/insurance assistance, whose financial situation would be characterized as low income or very low income . Arizona Weatherization Assistance Program

Program Description
The Weatherization Assistance Program was established to help low-income families and individuals decrease their home energy costs and to be attentive to energy-related health and safety issues in the home. The Arizona Department of Commerce Energy Office is the managing agency for the Weatherization Assistance Program. More than 16,500 of Arizona's low-income households have been provided with weatherization assistance services since the program's inception in 1977. Arizona's current annual funding allocation is approximately $2.5 million.
